1. Constitutional & Charter Mandate

The Centre for Democratic Governance & Electoral Advancement (CDGEA) is established as an autonomous, non-partisan constitutional policy institute. Our core mandate is to undertake rigorous empirical research, legal drafting, and institutional advisory regarding the modernization of electoral frameworks across all tiers of Indian governance—Parliamentary (Union), Assembly (State), and Local Bodies (Panchayati Raj and Municipal Corporations).

2. Core Terms of Reference & Focus Areas

In fulfillment of its charter, the CDGEA Secretariat is mandated to investigate, formulate, and present policy dispatches on the following strategic areas:

• Simultaneous Elections (One Nation, One Election): Formulating constitutional transition models under Articles 83, 85, 172, and 174 to synchronize national and state election schedules without eroding federal legislative autonomy.
• ECI–SEC Institutional Harmonization: Designing statutory coordination frameworks between the Election Commission of India (Article 324) and State Election Commissions (Articles 243K/243ZA) for shared EVM deployment and uniform polling standards.
• Common Electoral Roll Integration: Advancing technical and legislative protocols for a single, unified voter database across all governance tiers to eliminate voter disenfranchisement and public expenditure duplication.
• Macroeconomic Election Cost Modeling: Auditing the macroeconomic impact of continuous election cycles, Model Code of Conduct (MCC) capital expenditure freezes, and competitive fiscal populism.
• Electoral Jurisprudence & Decriminalization: Reforming Section 8 of the Representation of the People Act, 1951, and establishing fast-track high court electoral tribunals with mandatory 180-day adjudication ceilings.

3. Advisory & Consultative Authority

CDGEA operates in an advisory and consultative capacity to constitutional authorities, parliamentary standing committees, law commissions, and civil society organizations. While our policy drafts and whitepapers represent thorough jurisprudential research, they do not constitute binding governmental decrees or statutory enactments unless formally adopted by competent legislative or judicial bodies.
