Under the Indian Constitution, the Election Commission of India (ECI) under Article 324 conducts elections to Parliament and State Assemblies, while State Election Commissions (SECs) under Articles 243K and 243ZA conduct elections to Panchayats and Municipalities. This structural separation has led to significant operational divergence.

  • Asynchronous Technology & Standards: ECI and different SECs deploy varying generations of EVMs, optical mark recognition systems, and ballot counting protocols, creating inconsistency in voter experience and auditability.
  • Logistical Redundancy: Separate procurement of security infrastructure, polling booths, and training manuals for national versus local elections leads to massive duplication of administrative expenditure.
  • Jurisdictional Friction: Lack of formalized statutory communication channels between ECI and SECs during overlapping election cycles creates scheduling conflicts and administrative strain on district authorities.
