1. Core Principles of Research Integrity

The Centre for Democratic Governance & Electoral Advancement (CDGEA) is founded on the unwavering belief that electoral reform must be guided by empirical truth, constitutional fidelity, and intellectual independence. All senior fellows, research associates, and advisory members are bound by our Code of Institutional Ethics:

• Non-Partisan Independence: CDGEA does not endorse, align with, or accept institutional directives from any political party, candidate, or partisan coalition. Our inquiry is strictly dedicated to constitutional governance and electoral process optimization.
• Empirical Rigor & Objectivity: Policy dispatches, economic cost-benefit models, and legislative blueprints must be grounded in verifiable empirical data, peer-reviewed legal jurisprudence, and transparent statistical methodology.
• Public Interest Primacy: In evaluating electoral proposals—whether simultaneous elections, common electoral rolls, or technology auditing—the primary benchmark remains the preservation of voter sovereignty and democratic accountability.

2. Conflict of Interest Policy

To preserve the credibility of our policy recommendations before parliament and the Election Commission of India, CDGEA enforces a stringent conflict of interest protocol:

• Financial Disclosure: Research fellows and working group members must formally disclose any financial, consultancy, or advisory relationships with voting technology vendors, political consulting agencies, or corporate entities engaged in election management.
• Recusal Protocol: If an ongoing inquiry or policy brief involves a commercial or legislative matter where an advisory member holds a direct personal or financial interest, the member is mandated to recuse themselves from drafting and voting on the dispatch.

3. Academic & Peer-Review Standards

All official publications issued under the seal of the CDGEA Secretariat undergo rigorous multi-stage review prior to public dissemination or submission to constitutional authorities:

• Internal constitutional audit by senior legal fellows to verify adherence to Supreme Court precedents and basic structure jurisprudence.
• Methodological scrutiny of statistical and economic projections by external academic advisors and retired civil service authorities.
• Final executive review and authorization by Founder & Chairman Shri Madhukar Gupta, Ex-IAS.

4. Anti-Plagiarism & Attribution Charter

CDGEA maintains zero tolerance for intellectual dishonesty, data manipulation, or uncredited reproduction of third-party research. We strictly honor intellectual property rights and mandate comprehensive citation of all statutory reports, law commission drafts, judicial rulings, and independent scholarship referenced in our dossiers.

5. Institutional Funding & Fiscal Transparency

As an independent policy think-tank, CDGEA accepts grants, research endowments, and institutional donations exclusively from transparent, vetted philanthropic foundations, academic trusts, and statutory research bodies. We strictly prohibit the receipt of anonymous political donations, foreign partisan funds, or commercial endowments tied to quid-pro-quo policy advocacy.

6. Ethics Committee & Whistleblower Safeguards
