THE SYSTEMIC CHALLENGE

Fragmented Voter Databases & Disenfranchisement

At present, the Election Commission of India (ECI) prepares electoral rolls for Lok Sabha and Vidhan Sabha elections, while State Election Commissions (SECs) either prepare their own separate rolls or adapt ECI rolls under varying state municipal and panchayat acts.

  • Voter Confusion & Disenfranchisement: A citizen holding a valid ECI Voter ID (EPIC) often discovers their name missing from municipal or panchayat voter lists due to independent revision schedules and conflicting ward boundaries.
  • Massive Administrative Duplication: Crores of taxpayer rupees and thousands of man-hours are wasted annually by conducting separate house-to-house enumeration surveys for national versus local elections.
  • Data Inconsistency & Ghost Voters: Disconnected databases prevent real-time synchronization of deceased voter removals, change of address updates, and migrant voter inclusions across federal tiers.

The National Common Electoral Roll Framework

CDGEA advocates for a statutory harmonization framework where Article 243K and Article 243ZA are amended to mandate that state local body elections be conducted strictly on the electoral roll prepared by the ECI under Article 325, supplemented by automated ward-level GIS mapping.

Automated GIS Ward Tagging

Integrating geographic information systems (GIS) into ECI voter registration software to automatically tag every elector to their corresponding Parliamentary constituency, Assembly seat, and Municipal ward simultaneously.

Real-Time Demographic Sync

Establishing secure API linkage between civil registration systems (birth/death registries) and the electoral roll for automated flagging and removal of deceased electors.
