The Centre for Democratic Governance & Electoral Advancement (CDGEA) is an autonomous constitutional think-tank dedicated to rigorous research, legislative drafting, and policy innovation across all tiers of Indian electoral governance.

Elections in India represent the largest peace-time logistical and democratic exercise in human history. However, the continuous cycle of elections across Parliamentary, Assembly, and Panchayati Raj / Municipal tiers creates persistent administrative friction, policy paralysis under the Model Code of Conduct, and immense fiscal expenditure.
Founded under the leadership of distinguished civil service authorities and constitutional scholars, CDGEA bridges the gap between academic research and executive election administration. We provide non-partisan, evidence-based policy blueprints to Parliament, the Election Commission of India (ECI), State Election Commissions (SECs), and international multilateral forums.

CDGEA is led by Shri Madhukar Gupta, Ex-IAS (1985 Batch, Rajasthan Cadre) and a Harvard alumnus, a distinguished civil servant, policy scholar, and internationally recognised expert in public administration and electoral governance with over four decades of experience in public service.
Throughout his career, he has served in several of India's highest public offices, including State Election Commissioner, Rajasthan, Additional Chief Secretary, Government of Rajasthan, Additional Secretary to the Government of India, Principal Resident Commissioner, Vice Chancellor of leading universities, and District Collector across multiple districts. His work spans electoral administration, governance reform, public policy, higher education, disaster management, and institutional development.
An alumnus of Harvard University, Syracuse University, BITS Pilani, and the Faculty of Law, University of Delhi, Shri Gupta has contributed extensively to public policy research, international governance initiatives, and academic institutions worldwide. He currently serves as Senior Advisor to BRICS and continues to engage with universities and public institutions as Professor of Practice and Visiting Faculty.
His extensive engagement with organisations such as the United Nations, World Bank, OECD, Asian Development Bank, Harvard University, and election management institutions across the world provides CDGEA with a unique blend of administrative experience, academic scholarship, and global perspective.
