With over four decades of distinguished service in the Indian Administrative Service (1985 Batch), Shri Madhukar Gupta brings unparalleled command over election administration, constitutional law, public policy, and institutional governance. As former State Election Commissioner of Rajasthan, he commanded state-wide local body elections, instituting landmark reforms in voter inclusion, technology auditability, and expenditure transparency.
He established CDGEA to serve as India's premier independent institutional authority on electoral systems reform and comparative governance.
